To understand  what you have to download depending on Windows platform
(W2k, WinME etc.), unpack  ie5setup:

IE5SETUP.EXE  /C  /T:<folder_to_unpack>

and look in iesetup.cif (in Notepad or any text editor/viewer) in that folder.

There is an additional information in this file,
that can help to rebuild Filelist.dat manually if need:
if Filelist.dat is wrong or incomplete - Setup
will download the correspondent files despite they are downloaded already.

You can find there also where to get ie5sites.dat:
ie5sites.dat (depends on Windows platform) contains the list
of some of the sites, where you can download these files from.
